📖 About the university

China Civil Affairs University is a public university affiliated with the Ministry of Civil Affairs of the People's Republic of China, tracing its history to the Ministry of Internal Affairs Cadre School founded in 1959; after periods as the Ministry of Civil Affairs Management Cadre College from 1983 and Beijing College of Social Administration from 2007, it was unveiled under its current name in Beijing on 6 September 2024 following Ministry of Education approval, becoming the only university in China dedicated specifically to civil-affairs disciplines. The university runs 25 undergraduate majors organised into distinctive schools including the School of Elderly Welfare, School of Social Work, School of Rehabilitation Engineering, School of Child Education and Development, School of Life Culture (funeral and mortuary studies) and School of Wedding Culture and Media Arts, and in 2024 it launched China's first undergraduate programme in marriage studies. Beyond teaching, the university is responsible for training civil-affairs officials nationwide, setting occupational-skill standards for the civil-affairs system, and conducting policy research on ageing, social welfare and community governance on behalf of the Ministry of Civil Affairs. It is not part of the Project 985, Project 211 or Double First-Class programmes, being instead a small, highly specialised vocational-bachelor's university tied to a specific government ministry rather than a broad research university.

The university operates on two campuses, in the Daxing district of Beijing and in Yanjiao, a satellite town of Sanhe city in neighbouring Hebei province just east of the capital, together covering about 858 mu, and it currently enrolls roughly 4,500 students taught by around 260 faculty members. Its unusual and highly specific mission, covering fields from eldercare and social work to funeral management and marriage services, makes it one of the more distinctive additions to China's higher-education landscape, addressing pressing national needs created by an ageing population and growing demand for professional social-welfare services. At present the university enrolls Chinese students preparing for careers within the civil-affairs and social-welfare systems and does not advertise a dedicated Chinese-language programme for international applicants. Its direct affiliation with a national government ministry and its singular focus on civil-affairs professions give it a niche but nationally important role among China's public universities.
